. this is from our traffic camera along 880 in oakland. traffic is moving a little slowly tonight but it is indeed moving. moving to the south, this is the 280 interchange in san jose. it looks like traffic is pretty light there. bill martin has been tracking this latest system for us, and bill, you said this rain may linger on into the evening? >> it's going to linger, heather. like we were talking about earlier, it hasn't rained in a few weeks and the roads get a little wet. this is not a big storm, but the roads get very slick. it draws the residues to the surface and you get slick roadways. the heaviest rain has been in the north bay. there's santa rosa right now. you can see the darker greens? obviously, that's the heavier rain, just north of napa. but basically the heavier rains are widely spread. we're seeing light, scattered sprinkles throughout the area. it's sort of the same light green. you just saw patti up there by berkeley. this is a light, low-grade rainfall that's going to continue as we go into the evening hours. there will be an opportunity -- i'll back it out a

overnight power has been restored to thousands of pg&e customers in oakland. pg&e says an under ground explosion and fire at park and mccar there are knocked out power to 5500 homes and businesses. that was about 2:00 this morning. that fire has been put out and power has been fully restored. >>> new developments in the hostage crisis in algeria. the hostage crisis is ongoing and defense secretary leon panetta says the u.s. is working to assess what is happening. algerian helicopters stormed a natural gas plant yesterday in an attempt to free dozens of hostages. the hostages include americans and people from at least eight other countries. their fates remain uncertain at this point. there are some reports that hostages escaped but were killed or are then still being held. we're still trying to find out more information. algeria state news reports that 18 militants have been killed. >>> 4:31 is the time right now. oakland mayor jean quan is asking for federal help to combat crime in oakland while in washington, d.c.. she says she is meeting with department of justice to try to bring mor

, oakland police say they are holding a news conference to talk about two recent shootings that injured police officers. police say a 13-year-old veteran was shot and wounded by a suspect during a foot chase in the fruitvale district on friday. five days earlier, on january 21st, an undercover police officer was shot and wounded while working on seminary avenue. full recoveries are expected for both officers. >>> the super bowl found 49ers are already in the big easy this morning. fans waved 49er faithful fashion as the team took off for new orleans yesterday at noon. five hours later, they touched down in new orleans for a week of practice before the game. the odds are on the niners' side. they are favored to beat the ravens. san francisco has been to the super bowl five times and they've won each game. the last one in 1995. 49ers have settled in at their new headquarters in downtown new orleans. fans greeted the players and took pictures with them in front of large banners. today, the team will begin weight lifting, practice and team meetings and we have our own team in new orleans. t

:01. young child in oakland remains in critical condition after being hit by a car. it happened at 28th avenue and foothill boulevard about 5:30. police say it was not a hit and run. investigators want to know if the young boy ran out into traffic or if he was in the crosswalk. >>> new information this morning on boeing's troubled 787 dream liner. japanese investigator says excess voltage may be causing battery issues. the federal aviation administration grounded all of boeing 787 until they can prove the batteries are safe. that is after a dream liner had to make an emergency landing in japan after a battery light came on. and a battery fire was reported on another 787 in boston. >>> we are following developing news in an ongoing situation in algeria. where they took dozens of foreigners hostage including some americans. there is word this morning the algerian military has launched another raid on the complex to try to free the remaining hostages. it's believed as many as 35 people were killed in a raid by algerian troops yesterday. coming up at 5:15 why algeria says it could not warn
show of force. a critical part of oakland's plan to reduce violent crime is facing vocal opposition. protesters have gathered as the city's public safety commission prepares to vote on whether to higher one of the biggest names in policing. jodi hernandez joins us live from oakland city hall. that name, bratton, very divisive. >> reporter: it certainly is. dozens of protesters are inside city hall as we speak trying to put pressure on members of the city council's public safety committee to scrap its plans to bring bratton to town. though the city is dealing with an unbelievable crime rate, folks here believe that bratton is not part of the solution. people have gathered at oakland city hall to try to convince city leaders not to bring one of the nation's biggest names in law enforcement to town. bill bratton, former head of the nypd and lapd is ready to bring his expertise to oakland if the contract is approved to hire his team. >> i would love to see $250,000 go to community

:09. a vigil is planned at noon in oakland today for a man who was shot and killed while detained by bart police. family will hold the vigil at the fruitvale bart station where oscar grant was shot four years ago today. officer johannes mehserle was later found guilty of involuntary manslaughter. he was released from jail in june of 2011 after serving has sentence. >>> in other headlines, if you ride the bumper cars at the fair you do it at your own risk a ruling from the california supreme court. it ruled a doctor could not sue santa clara's great america theme park for breaking her wrist on the bumper cars. the court says there is an asum shown of risk if you ride the bumper cars. >>> there is a ban on wood- burning throughout the bay area today on new year's day. it's illegal all day to burn wood, fire logs or pellets. violators could face fines. chilly and still air is creating a health hazard by trapping soot. a third of that comes from wood stoves and fireplaces. a tough day because a lot of folks are home. but better not do that. >> and cold. >> it is cold. >>> 6:10. we're going to

a string of events led them tie woman who claims she was kidnapped at gunpoint in oakland and then forced into prostitution by a vallejo couple. police say 31-year-old james thomas and his girlfriend seen here, 20-year-old xavieria laney are being healed on suspiction of king county forcible kidnapping and forcible pimping. witnesses say thomas left the scene in a white mustang and he was later located at a home on kentucky street and at that home an adult woman said she had been kidnapped and forced into prostitution. >>> a water-main break caused troubles in san leandroo. the breaker was first reported around 4:20 this afternoon. san leandro police had to shut down the road. the road was reed about two hours later the one worker told ktvu they opened up a nearby fire hydrant to reduce the force of water at break. no word on when crews might be able to repair all of that damage. >>> new developments tonight in the sexual assault case against 49ers wide receiver michael crabtree. a lawyer for the player issued a statement today. crabtree's attorney says his client was interviewed by san f
